During the 2007-2013 period, the projects ‘Centro di controllo d’Area di Brindisi — MODO S’ and ‘ACC Brindisi — Implementazione DAT ALINK VDL 2’ were co-financed and completed in 2016. Consequently, the rule on the durability of operations co-financed by the European Structural Funds and the Cohesion Fund under Article 57 of Regulation 1083/2006, according to which the contribution from the Funds would have to be repaid if substantial changes happen within 5 years of the completion of the operation, does not apply if the new business plan is implemented in 2022.

Concerning the 2014-2020 period, the following projects have been reported in the monitoring system by ENAV S.p.a. in the Brindisi control centre:

‘Adeguamento sistemi meteo aeroportuali’ — completion foreseen by 31/12/2019;

‘Tool Deconfliting’ — completion foreseen by 19/7/2018;•    ‘VoIP’ — completion foreseen by 30/6/2019; 

 ‘ARTAS’ — completion foreseen by 30/9/2019; 

‘4 FLIGHT WP1’ — completion foreseen by 31/12/2020.

For these projects, the managing authority declares that Article 71 of Regulation 1303/2013(1) does not apply, as the co-financed operations are neither subject to relocation nor to substantial changes affecting their nature.

According to the information at the disposal of the Commission, the Brindisi control centre will continue to operate in the area of air traffic control services, fully integrating the existing technical systems and those under implementation into the operations foreseen in the new business plan. This plan will not close any operational sites but reconvert them into innovative hubs".

Subject:  Utilization of European Funds by ENAV SpA         

Answer in writing ENAV SpA received over EUR 5 million in European funding for projects  completed in spring 2016.

It has also received advances on European funding of more than EUR 14 500 000 for projects with a total budget of more than EUR 36 million, which are ongoing and which will end between 30 December 2018 and 31 March 2021.

These appropriations form an integral part of the project to promote the creation of a Single European Transport Area, with the associated optimisation of air traffic management (SINGLE EUROPEAN SKY), through the ERDF National Operational Programme for Infrastructures and Networks.

According to its business plan, ENAV SpA intends to move services from the Brindisi CCA (area control centre) to the Rome CCA by 2022.

In light of the above,

1) Can the Commission provide the timetables for the completion of the work on the projects financed at the Brindisi control centre?

2) Can the Commission say whether these timetables are compatible with the business plan of ENAV SpA., which requires the Brindisi control centre to be moved by 

2022, considering that Article 71 of Regulation No 1303/2013 provides that an operation shall repay the contributions if, within 5 years of the final payment to the beneficiary, the financed activity is subject to a relocation or substantial change affecting its nature?".
