Unauthorized repairs for Japan Airlines

Japanese law provides the approval of the government for services of maintenance on aircrafts which do not belong to the airline supplying the service. Japan Airlines seems to have carried out some unauthorized maintenance services since 2001 and, if this hypothesis are confirmed, the carrier could be fined. Jal would have said that it repaired the landing gears of 10 Japan Transocean Air aircraft...
