British ATC says modernization at risk without airspace charge

British air traffic control service NATS has claimed that the Civil Aviation Authority (CAA) placed a £1 billion (US$1.5 billion) modernization plan in jeopardy by initially rejecting a request for permission to raise annual airspace charges.
